Perhaps some research is needed into this, but Im pretty sure that the tracks were never laid, or they were laid but never electrified, or something.
And if they were there they certainly weren't there by 1867.

Oh, yes, see what you mean. The line MHE to Edgeware did exist, but never formed part of the Underground network, so in that respect was 'never opened', but the infrastructure for it did exist.
