Why is there a small 'l' in white at the end of it?
Anyway, she can't personally elect somebody, as that wouldn't be allowed, there would need to be another election.

Sorry - that is what I meant! But it takes less time to hold a General Election, but I don't get why it was September before they were going to hold the general member's ballot?

Because that's how long a proper, two-person race for the leadership would have taken. The two candidates would go round the country, canvassing support from the Tory party members. But as they all pulled out, that became superfluous to requirements.
