I took it to mean be present at, and participate in qualifying for, all 20 GPs, not necessarily participate in the actual race.

Good question. I think it should apply to the teams physically starting the races.

BUT, the 107% rule will not affect this. Marussia could therefore turn up to all 20 races, not qualify for any of them and still be deemed to have "taken part" in 20 "races".

The question is more about the teams BEING at the race meeting.
